Ontario Needs To Address Immigration Imbalance In Greater Toronto Area

03 Sep 2019

OINP

Ontario province has been recommended to address the imbalance within the number of latest immigrants that settle in the Greater Toronto Area related to the rest of the Ontario province.

Figures reveal 77% of the newcomers welcomed by Ontario province in 2018 settled in the Greater Toronto Area – a sum of 106,000 newcomers.

The GTA solely received a higher number of immigrants than the consolidated total of Manitoba, Quebec, Saskatchewan, New Brunswick, Nova Scotia, Newfoundland & Labrador, and Prince Edward Island.

It indicates smaller communities in the outside of GTA, Ontario received only 23% of 2018 immigrant arrivals, of special concern given some of these cities and towns are facing severe labor deficits connected to aging populations.

Details of the Conference Board of Canada Report

These concerns were highlighted while a study on Ontario immigration by Conference Board of Canada.

The study states the condition is made even more serious outside the GTA due to the fewer birth rates and huge numbers of people leaving, frequently to move to the Greater Toronto Area.

As per the report, Ontario’s present dependency rate of 62 dependents to 100 workers is estimated to increase to 79 to 100 by the year 2040, further outlining for a higher even distribution of newcomers.

The Conference Board of Canada has recommended Ontario to manage the Ontario Immigrant Nominee Program (O.I.N.P) to promote for a more even immigrants distribution.

Ontario published a proposal in July to start its own Regional Immigration Pilot to support in bringing skilled labor to smaller communities.

The province of Ontario states that it will operate with communities who have a population size within 20,000 and 200,000 on new approaches to help them to bring and maintain new immigrants.

Considered communities to be included in the pilot are to be judged on the below criteria:

  • Size of Population (20,000 to 200,000).
  • Settlement of Newcomers.
  • Immigrant settlement infrastructure, such as settlement and language services.
  • Economic features.

The O.I.N.P resolution comes later the federal government newly launched its Northern and Rural Immigration Pilot, also intended at attracting talent to smaller communities.
