Visa arrangements to UAE

Why countries like Norway , Germany  do not require advance visa arrangements to enter the UAE and can obtain a visa upon arrival for 90 days ?

That is the agreement between those countries. It is called as Visa on Arrival, it is provided only for the passport holder for few countries.
