No you cannot work in Australia with Electronic Travel Authority permit. This visa is granted for three months and it is a tourist visa.

If your visitor visa had no further visa condition then, you cannot apply for any other visa. If that condition is not mentioned in your visa you can go head apply for any visa that fulfills your requirement !!
